RECLAIMING UNGOVERNED SPACES: STATE CAPACITY AND INSTITUTIONAL REFORM IN NIGERIA’S NORTHEAST

Abstract

The northeastern region of Nigeria has been plagued by insurgency, terrorism, and widespread insecurity, leading to the emergence of ungoverned spaces where state authority is either weak or non-existent. This article examines the challenges of reclaiming these ungoverned spaces through enhanced state capacity and institutional reform. Drawing on empirical data, case studies, and theoretical frameworks, the study identifies the root causes of state fragility in the region, including historical neglect, poor governance, and socio-economic disparities. The article argues that sustainable peace and security in Nigeria's Northeast can only be achieved through comprehensive institutional reforms that address the underlying causes of state weakness. Policy recommendations are provided, focusing on strengthening governance, improving service delivery, and fostering community engagement.
